Learn about the Employment and Training Administration's (ETA) Quarterly Report Analysis tool for Workforce Innovation and Opportunity Act (WIOA) Titles I and III to support state level data validation processes.
The Workforce Innovation and Opportunity Act (WIOA) requires the Departments of Labor and Education to establish data validation guidelines to ensure that information contained in program reports are valid and reliable. WIOA section 116(d)(5) requires the Departments of Labor (DOL) and Education (ED) to establish data validation guidelines to ensure the information contained in program reports are valid and reliable. DOL and ED collaborated to develop joint guidance (Training and Employment Guidance (TEGL) 7-18) and DOL published TEGL 23-19, with specific guidance for DOL grant recipients.
To support Titles I and III grantees’ data validation efforts, ETA developed the Quarterly Report Analysis technical assistance tool to identify anomalies and outliers, and other potential data quality issues which may indicate reporting inaccuracies. Titles I and III programs can use this tool to identify issues that may require additional attention or correction.
