Case studies of local efforts to align federal program performance indicators to promote self-sufficiency and employment.

The Assistant Secretary for Planning and Evaluation (ASPE) at the Department of Health and Human Services commissioned the EMPOWERED study to examine the use of performance measures, work requirements and child support cooperation requirements across human services programs. The resulting issue brief is based on three local case studies and provides local perspectives on challenges and opportunities for aligning performance indicators across a variety of federal programs promoting self-sufficiency.
